    The problem with Balgruuf is that he never picked a side. Call Ellisef wishy-washy if you want, but at least she backed a team. Balgruuf only picks a side once he's absolutely forced to.     Dead doesn't mean gone in Elder Scrolls. It means their soul enters the Dreamsleeve, and once they are fully stripped of their identity, they are reincarnated. Beings of sufficient power or binds to reality can remain themselves in the Dreamsleeve, and interact with the world.     They're still doing the mono-race Khajiit thing in direct defiance of the fluff, which, really, is endemic of the entire Elder Scrolls franchise - the fluff being flat-out ignored whenever convenient. For those that aren't as obsessed as others, there's seventeen distinct Khajiit subspecies, each linked to a phase of the moons, but both Morrowind and Oblivion only had Suthay-raht Khajiit.

    From what I've heard, they'll be part of the main quest, not their own questline. But you'd be hard-pressed to find any factoid that hasn't been contradicted somewhere, so there's still hope.

As for the three faction thing, the way I heard it, those three factions were the only ones separate from the main quest - for instance, even though you became a member of the Blades in Morrowind, you wouldn't count it as a separate faction because it's part of the main quest.
