I mean if you guys are really interested in feral cats to answer some of your questions:

The feral cat population is way too large (millions) over a massive land area (Australia) for catch and release to be in any way feasible. Baiting/bounties is the only feasible option left without genetic modification, which in that case bye bye house cats.

Outside of someone taking their pet cat for a walk in the bush (highly unlikely) house cats will not be affected as the vast majority of the feral cat population is rural, not urban. I'm not sure of the location of the planned drops, but I doubt it is near any urban areas and certainly won't be dropped in towns, and the same can be said for houses on properties (farms or whatever you all call it). Traditional baiting usually follows fence lines and water (no not in the water). The same can be said for those worried about dogs. Wild dogs are also a problem (though no where near as large a problem on native wildlife as cats) and there are baiting programs already in place for those in various areas depending on feral population. If this poison does manage to kill dogs (which I assume not otherwise it would be mentioned) they would consider it a bonus not a problem, two birds one stone.

It's not cane toads all over again, rather cane toads were feral cats all over again. The difference being cats look cute and toads don't. Feral cats were a problem long before cane toads were. This is not the first feral cat cull and it won't be the last, and most importantly it is not a new problem, media coverage withstanding. Multiple native species have gone extinct with the major cause being attributed to feral cats.

The local wildlife (birds and rodents in particular) have been fucked by feral cats for decades, now that a fair few species are endangered/extinct or nearing extinction the government wants to do another cull. It won't eliminate it, at best it will mitigate the problem until another cull needs to be done. The same with dogs, the same with cane toads. This is a good thing for local wildlife that should have been done decades sooner.
