Most Fleur fics in this thread has little to non smut in them so I do wonder where you are coming from. Fleur is great with Harry because Harry needs to grow a pair of balls before he can ever get the veela. I like reading a strong Harry so this is one of the perks of the pairing.

The fact that Fleur have a great personality to work with (if it's done right) is no minus either. The fact that she's hot has no real meaning to me, i always skip the character descriptions and picture the person in my own head (it get's better that way!).

Changing the subject entirely: There should be a Harry/Fleur where Harry doesn't like Fleur at all, and in fact, wants nothing to do with her because she was a complete bitch during the Triwizard Tournament, and as far as he's concerned, she's still a bitch. Then he once he graduates and all that shit, he gets a job at Gringotts (because he's always been opposed to the Ministry) alongside Bill and Fleur, and Fleur keeps trying to jump on his dick. He obviously won't have sex with her, but eventually she breaks him down with a combination of her aura and his weakness for hot bitches, and Bill finds them, thus screwing up Harry's relationship with all of the Weasley's (especially Ginny).

Sounded good to me, anyway. Too many Harry/Fleur relationships start out on the premise that Harry would like nothing more than to fuck Fleur. If Harry was in character, that just wouldn't be the case.
