In the Companion's guild quest-line (sounds like a guild for prostitutes, I know) the highest ranking members of the faction are called 'the circle'. Everyone in the circle is a werewolf, and they grant the power to anyone that ascends to the circle. There are exceptions (others in the guild are werewolves as well) but that seems to be one of their highest honors.

Saw an argonian in a stream with the ability, though. So pretty sure they can do it.

 

You joking? At first stage vampirism, it boosted Strength, Speed, Willpower, Acrobatics, Athletics, Destruction, Hand to Hand, Illusion, Mysticism, and Sneak by 5% and that grew 5% at each stage. Fourth stage vampires could be tough motherfuckers.

 

I hated being a vampire in Oblivion. I dunno if it was a mod issue or something else, but every time I became one I got my ass handed to me by something I had been slaughtering with ease an hour previously.

 

Being a Vampire had its only quest line in Moorwind.

 

So there is basically no downside to being a werewolf were's the fun in that, I liked having to find some were to hide when I new night was coming it balanced out being an unstoppable killing machine.
