I think saying you don't care about the order is a cop out.

 

Here's why we're not lynching Waco.

Someone else in the PoE (Kai) is trying to get us to lynch Waco so that Rubicon is killed at Night and not during the Day.

If Kai is a witch, this is because he doesn't want us to get Rubicon's flip. It means Waco would flip town, and Jarizok is probably town if Kai is a witch, because witch Kai wouldn't be concerned about the flips we'd get if the GD was scum.

Therefore, we either lynch Kai and force him to Leeroy, or we lynch Rubicon and get the Rubicon flip and kill one of Waco / Kai at night.

Either way I believe Waco / Kai / Rubicon contains exactly two witches. Not all three, or Kai wouldn't be pushing Waco.
