Well, I look at it this way.

1) First you could take a main character (i.e. Harry) and make them OOC to fit your tailored aspects. Background story comes included.

2) Another way is to create a whole new being to house the characteristics you want it to have. Needs a thorough background story.

3) Or you can take a relatively unknown canon character, a blank slate if you will, and shape it into what you want. Moderately detailed background story needed.

 

Totally agree, but in this specific case (which is all that I'm talking about), Dorcas Meadowes hardly qualifies as a 'relatively unknown character'.
