1. Harry Potter finds himself in Middle Earth 1000 years before the 3rd Age.

2. The purpose of this challenge is this; said character HAS to rule a town or village, and advance it as much as he or she can to the appropriate technological level throughout the years and until the beginning of the Lord of the Rings books.

A. Cities- live together in groups and all contribute in some way
B. Organized Government- any government that kept things in check and protection
C. Complex Religion- more than just believing in something, but having rituals and such (Must be the separation of church and state)
D. Job Specialization-different people having different jobs that contribute to the society such as hospitals (nurses, doctors, porters etc all things a hospital need), academia institutions (scholars, students, teachers, etc etc), janitors, masonry, blacksmith, competent military, etc etc.
E. Social Classes- division of classes; upper, middle and lower classes.
F. Arts and Architecture-more complex structures and arts ie think a mixture of ancient Rome, ancient India, mixed with modern art (after all, your character is from a modern world)
G. Public Works- building of roads, plumbing, irrigation, etc
H. Writing or Written Language- Most important, you can't be "civilized" by historian standards with out a written language to pass ideas and history. All civilians in your city(cities) must be educated (knows how to read and write).

BONUS CHALLENGE: If you want to, that is.

1. Conquer any one of the neighboring civilization.

Basically, Harry has to form a country of his own.

EDIT: oh yes, and one more thing, Harry is basically pulling a page out of Alexander the Great and wants to conquer the world and unite it under his name. This is the bonus challenge.
