And no, the plan wasn't foolproof. It hinged on whether or not town would have been able to root out Cordelia and leave her alive (either the first or second time around... it's complicated). I couldn't say that outright because then scum would have tried poisoned-flowers shenanigans to mess with their own karma, making our job of figuring out who she was harder.
