I think that with making new wands it is also a sort of mathematic process since you need to calculate how long a wand precisely is, how it mixes with the: flexibility, wand core, type of wood etc. it seems to me that you need to make sure you use the good proportions to make a wand and whilst there can be large differences between wands it all needs to work with some mathematical proces.
This is just my opinion and I can not assure this as fact.
